Amolatar District Chief drags Council and Attorney General to court

Amolatar LC5 district chairperson, Alfred Adoli Ogwok (left)  has sued the office of the attorney general and the district council for blocking the appointment of his vice chairperson.

He claims the district councillors have for the last two solid years been rejecting the appointment of Thomson Ebong Epia as his vice chairperson nominee with baseless allegations.

Amolatar district council has persistently failed to approve the nomination of Thomson Ebong Epia in over 12 council sessions since May 2006, accusing him of holding poor academic qualifications and alleged PLE malpractices when he was a primary school teacher at Amolatar P.7, accusations which he downplayed.

Addressing journalists in Lira recently, Adoli said the councilors have failed to prove their allegations as to why Thomson Ebong Epia should not be appointed district vice chairperson.

He added that some of the district councilors are only interested opposing his government without formal substantiations.

The district chief says he had taken the attorney general and the district council to the constitutional court seeking legal interpretation of the laws regarding the operations of the district chairman.

Adoli accused the office of the attorney general of only basing on the report availed by the district councilors without proper investigation in the allegations.

Last month in June the officials from the office of inspector general of government stormed Amolatar district local government carrying out investigations as to why Adoli has for the last two years been operating without the district vice chairperson.

According to the IGG’s recommendations, Adoli was directed to appoint another councilor to hold the position of the district vice chairperson since councilors have failed to approve Mr.Ebong Epia.

The Spotlight has learnt that Alfred Adoli Ogwok is using the Forum for Democratic Change legal chief Abdul Katuntu while Amolatar district council has hired Uganda People’ congress’ secretary general a Kampala based lawyer Peter Walubiri to battle with the Katuntu in the constitutional court.

During the last council meeting held early last week Adoli Ogwgok and section of his executive members stormed out of the council meeting protesting the allocation of about ten million shillings by the district to enable council hire a legal firm (Walubiri & co.Advocate) to handle the case.

Adoli and the executive said the release of the district monies to hire a legal firm stands as corruption of the highest order, urging the district finance chiefs never to accept the release of the requested monies claiming he is also using his personal monies not the district funds.

“What if I win the court case will I be paid using the district money”, Adoli told the journalists.

He accused his finance secretary who is also the NRM party councilor Mr.Ongom Sheduu of conspiring with other ordinary opposition councilors to fight him.

Mr.Ongom Shedduu during the last council meeting moved a motion supporting the release of the ten million shillings to hire legal firm to defend district in the Adoli’s court case.

The district speaker Chong Nelson said the allocation of ten million shillings is legally supported since the council must defend itself in court.

Chong added that about seven councilors accused by the district chairman will stand as the soul council witnesses.

Amolatar Member of Parliament Hon Ojok B’Leo says some councilors who are blocking the appointment of the Adoli’s vice chairperson never went to school and are fishermen.

Mp. B’Leo was reacting to the allegations on him by some councilors pinning him of wrongfully advising Alfred Adoli to stick on only appointing one person to hold the juicy position in the district.

Following the latest twist of the event in Amolatar district regarding the appointment of vice chief, Adoli Ogwok suspected some rulings NRM party members in Lango of using the councilors to fail performance of his government.

He also accused Amolatar based businessman also NRM party diehard James Olobo Dubai, Lira NRM chief Sam Engola and the Amolatar RDC Rev. Yeko Ongora Atwai of fighting his government and facilitating some councilors to brutally oppose him.

Sam Engola when contacted for comments denied having links to any councilors of Amolatar district urging Alfred Adoli Ogwok to act according to the laws that govern the operations of the district chairperson. By press time we were unable to access the two accused top NRM party diehard.

    Mr adoli ogwok should not take people of amolatar for granted with his ally or chef adviser b’leo ojok who for the last 20 years has been in parliament and has so far spoken nothing and his contribution is not known neither has he ever spoken on his committe he has given the people of amolatar total seem let him wait to pack his beloning come 2011 ‘the shouldnt take people ignorance to cause to lead them.
